Applying for SHSP: an example walkthrough
Follow a complete SHSP application — from finding the opportunity to submitting — using the fictional Riverbend Parish OHSEP as the example.
The screens below follow Riverbend Parish OHSEP (a fictional parish) through a State Homeland Security Program application with a $250,000 allocation. Your allocation, project options, and document checklist come from your own opportunity, but the path is the same.

Find your assigned award
SHSP funding is assigned to your parish. Before you start, it appears on Find funding and under “My grants.” On the SHSP card, click “Start application.”

Start your application
Choose the organization applying (and optionally the site), then click “Start.” GMPro creates the application and opens its workspace.

Continue anytime from My grants
Your draft lives on “My grants.” Open the card to return to the application workspace — everything below happens inside it.

Get oriented: sections left, readiness right
The tree on the left is your to-do list — Project Application, Budget, Documents, Authorized contacts, Special review questions. The rail on the right scores readiness and names exactly what's still blocking submission. You never have to guess what's left.

Describe your project
Add your project(s): the project type, the investment it supports, national priority area, mission area, core capabilities, build vs. sustain, and at least one milestone with dates.

Build your budget
The Budget section tracks two meters live: your budget target (allocated dollars against your allocation) and the SHSP law enforcement allocation — at least 35% of the budget must go to Law Enforcement Terrorism Prevention Activities (LETPA). Line items group under their projects.

Add a line item
Click “Add line item.” Pick the project, name the cost, choose the solution area (Planning, Organization, Equipment, Training, or Exercise), then the budget class, quantity, and unit cost — the total computes for you.

Equipment? Pick it from the AEL
For equipment lines, choose the FEMA Authorized Equipment List (AEL) category and search for the item — the workbook item fills in from the AEL automatically, keeping your request allowable.

Split each line by discipline
Allocate every line across disciplines by percentage or dollars. Law Enforcement/LETPA allocations are what count toward the 35% minimum — the meter updates as you type.

Attach your documents
The Documents checklist lists what this application needs — quotes, letters of support, your procurement policy. Organization-level documents you've already provided are reused automatically.

Confirm who's authorized to act
The Authorized contacts section shows the roles required before you can submit — for SHSP, an authorized representative and a point of contact. They resolve from your organization's People page automatically; add a grant-case override here only if someone different handles this grant.
If a required role shows uncovered, fix it on your organization's People page — assign the responsibility there and it flows into every application.

Answer the special review questions
Complete the Special Review Questions — compliance disclosures GOHSEP needs on record before review.

Submit to GOHSEP
When the readiness rail reads 100%, click “Submit to GOHSEP” from the overview (or the readiness rail). The overview also lists the federal assurances — the standing SF-424 family certifications — you affirm by submitting.

Certify & confirm
Read and check the LETPA certification — that law-enforcement-directed funds were coordinated with the law enforcement stakeholders of your parish — then confirm. Your application locks for review and moves to Submitted.
